1.1 Environmental Assessment Surveys

JEMAI is conducting environmental assessment surveys at different areas around the country on the air, water, noise, vibration, and biological aspects on behalf of the national government, local public bodies, related organizations, companies, etc.

a-1) Summary of Environmental Assessment Surveys Conducted in FY1997

Air Survey for projecting concentrations of air pollutants in industrial region A
JEMAI surveyed the air, including the emission of new sulfur oxides, in industrial region A in the Kanto area where a new power generation project is scheduled.
Survey for projecting concentrations in air pollutants in industrial region B JEMAI surveyed the air, including the emission of new sulfur oxides, in industrial region B in the Kyushu area where a new power generation project is scheduled.
Survey of vinyl hothouse pollution Agricultural use vinyl hothouses are being contaminated by deposits of aerial particles. JEMAI surveyed the causes of pollution by chemical analysis of the deposits.
Water Basic survey for application of methodology for projecting water pollution JEMAI conducted a basic survey for application to general waters of methodology for projecting water pollution established in model waters up to now.
Survey for clarifying mechanism of water pollution etc. JEMAI acquired field data on tidelands to improve the accuracy of the eutrophication projection model of stagnant waters.
Noise
and vibration
Field survey of aircraft noise JEMAI measured ambient noise to obtain a grasp of the environmental impact of noise due to aircraft taking off from and landing at international airports.
Survey of traffic noise and vibration JEMAI measured the noise, vibration, etc. due to traffic at highways and general roads to obtain a grasp of their environmental impact.
Survey of noise and vibration in workplaces etc. JEMAI measured the noise, vibration, etc. at factories etc. to obtain a grasp of their environmental impact and offered advice on measures against noise, vibration, etc.

1.3 Environmental Assessment Survey for Prevention of Pollution Accompanying Construction of Factories

Starting from FY1965, the Ministry of International Trade and Industry has been conducting comprehensive advance surveys on industrial pollution in different parts of the country. Along with the amendments to the Factory Relocation Law in October 1973, it also began conducting surveys for control of pollution accompanying relocation of factories under the law.

JEMAI has been conducting environmental assessment surveys of the air, water, and biological aspects of numerous areas and waters around the country as shown by the figure and the table.

1.4 Environmental Assessment Surveys Overseas

Environmental Assessment Surveys in Singapore (FY1980 to 1985)
JEMAI conducted the following environmental assessment surveys relating to the construction of a coal fired power station and integrated steelmaking plant in the Republic of Singapore.

(1) Water
JEMAI surveyed the currents, water quality, water temperature, and other conditions in the waters surrounding the two regions of Seraya and Tekong where a coal fired power station and an integrated steelmaking plant were scheduled to be constructed and projected the environmental impact after construction of the facilities using the data obtained and data on sources of generation separately collected.

(2) Air
JEMAI conducting long-term monitoring of the concentration of pollutants (SO2) and weather factors in the Singapore region and projected the concentration of pollutants after construction of the plants using the data obtained and data on sources of generation collected separately.

(3) Dust
JEMAI measured the particulate matter and weather factors in the Singapore region throughout the year and conducted a phase IV short-term field survey concentrating on measuring the particulate matter using a variety of measuring equipment. JEMAI analyzed the data obtained and estimated the rate of contribution of the sources of generation of the particulate matter using models of sources of generation and receptor models.

Surveys of Plans for Environmental Management Relating to Air Pollution in Samut Prakon Industrial Region of the Royal Kingdom of Thailand (FY1987 to FY1990)
JEMAI conducted a survey of the air on site (SO2, NO2, SPM, and TSP), evaluated the current state by simulation of the concentration of the air pollutants, studied specific improvements in the sources of emission and estimated their costs, analyzed the economic impact, and made recommendations on the legal system and administrative mechanisms for the formulation of plans for management of the environment in the Samut Prakon industrial region of the Royal Kingdom of Thailand.
