Technology Cooperation

JEMAI has been providing international technical cooperation on behalf of various domestic and international organizations. Further, it has hosted foreign trainees and has dispatched and arranged for experts to be sent overseas. Thus far, it has hosted 850 trainees from more than 20 countries and has dispatched 90 experts overseas, mostly in the developing countries.

1.1 Summary of Technical Cooperation, Dispatch of Experts, Hosting of Trainees, Etc. Conducted in FY1997

International technical cooperation Research cooperation on pollution by volatile organic compounds in Thailand Thai industrial estated suffer from land pollution due to volatile organic compounds, so JEMAI engaged in research cooperation, invited trainees, and conducted local seminars on methods of control of these substances, techniques of monitoring the state of pollution (sampling techniques, analytical techniques, etc.), techniques of cleanup of pollution, etc.
Support of project on technology for disposal of industrial waste in Brazil JEMAI supported to improve the technology for management and incineration of industrial waste in Brazil and transferred to Brazilian engineers the technology for analysis of industrial waste and disposal using incinerators.
Support of project on technology for disposal of waste gas in Chinese petro-chemical industry JEMAI supported to improve the facilities for disposal of waste gas in the petrochemical industry in China and transferred technology for disposal of waste gas to Chinese engineers.
Survey on plans for measures against air pollution in Macedonia JEMAI prepared plans for monitoring air pollution in Macedonia, developing models of simulation of dispersion of pollution, etc.
Dispatch of experts System of registration of international environment advisors (environ-mental protection experts) JEMAI recorded in a data base manpower in a broad range of fields relating to environmental issues so as to meet the demands of related organizations for dispatch of experts. Further, JEMAI is providing information on developing countries to engineers and providing training on international environmental cooperation. (320 persons registered as of the end of FY1997)
Dispatch of experts JEMAI dispatched experts on environmental protection to the developing countries and giving guidance on site on behalf of JICA, JETRO, and other related organizations. (2 in Poland, 1 in Indonesia, and 1 in China)
Hosting of traineers Training for Taiwan JEMAI has hosted trainees from Taiwan and provided training on various environmentally related themes. (2 groups of 14 persons)
Training of industrial pollution control groups JEMAI has hosted researchers from the developing countries and provided training at the National Research Institute for Resources and Environmental Technology of the Agency of Industrial Science and Technology on research themes relating to environmental protection. (6 persons per country)
Information exchange International Environ-mental Information Commission* JEMAI collected information on overseas environmental regulations and related matters and providing the same to related parties.
JUAPPA activities JEMAI participated in the International Union of Air Pollution Prevention Associations (IUAPPA) as standing directors of the IUAPPA and exchanging information with members.

Exchange of Information With Overseas Organizations Etc.

JEMAI exchanges information with the International Union of Air Pollution Prevention Associations (IUAPPA) and its member organizations, legations in Japan, the Asian Productivity Organization (APO), the Japan External Trade Organization (JETRO), and other international organizations, overseas research institutes, and related organizations, distributes the materials to related parties as necessary, and engages in exchanges with numerous overseas visitors. Further, it serves as the domestic secretariat of the JUAPPA (Japanese Union of Air Pollution Prevention Associations), the Japanese member of the IUAPPA, and facilitates participation in the World Clean Air Conference, Regional Clean Air Conference, etc.

b) Information on System of Registration of International Environmental Advisors

Along with the rising awareness of global environmental problems, the transfer of environmental protection technology to the developing countries is becoming increasingly important. Finding expert engineers for each field of technology is becoming urgent for ensuring the smooth transfer of the technology.

In the past, when receiving requests for technical cooperation such as the dispatch of experts and hosting of trainees, JEMAI has inquired about engineers suitable for the individual projects from its member companies and organizations. In the future, however, on behalf of the Ministry of International Trade and Industry, JEMAI is registering pollution control managers etc. making large contributions to the solution of energy and environmental problems in Japan who further have certain knowledge and experience relating to the state of energy and the environment in the developing countries as "international environmental advisors" so as to be able to more swiftly meet the growing number of requests.

Further, to make this project more efficient, JEMAI conducts seminars, including on-site inspections, designed to train persons to conduct environmental impact surveys and assessments and plan measures for controlling pollution and thereby facilitate technical cooperation.

This data bank is being used by the Japan International Cooperation Agency, the Japan External Trade Organization, the Japan Overseas Development Corporation, and other organizations for selecting and recommending engineers suitable for specific fields of technical cooperation. The terms under which these engineers are dispatched overseas are decided on directly between the experts selected as candidates and the government agency or organization supervising the project. JEMAI asks that engineers with a broad range of knowledge and sufficient experience agree with the aims of the system of registration of "and international environmental advisors" and register with it. (320 registrants as of end of FY1997)

Qualifications for Application: Persons who agree with aims of the project and are interested in technical cooperation in the developing countries.

Use of Registration Data: Related agencies, organizations, etc. may use the data when arranging for or selecting engineers in the following instances:
  1. Engagement of instructors required when hosting trainees

  2. Dispatch of technical experts overseas

  3. Selection of members when engaging in overseas surveys

  4. Formation of various project teams
Note that individual information submitted for registration is kept inside JEMAI and is not allowed to be used for other purposes.
